  • Non-Chinese nationals who have legally resided in Hong Kong for a minimum of seven years and consider Hong Kong their permanent home.
  • Non-Chinese nationals under 21 years old, born in Hong Kong to at least one permanent resident parent (Upon turning 21, they must establish their eligibility).
  • Individuals with no right of abode in any other country before the establishment of the Hong Kong SAR. 
  • Hong Kong Identity Card holders can apply for permanent residency if they have held the card for most of their stay and show ties to Hong Kong through employment, business, or finances while maintaining a clean legal record.

Below is a step-by-step guide to Hong Kong permanent residency application.

Step 1: Choose the Right Application Form

Select an appropriate form based on your eligibility:

ROP 169 – For Chinese applicants aged 18 and above.

ROP 170 – For Chinese applicants under 18.

ROP 145 – For non-Chinese applicants.

Step 2: Prepare Supporting Documents

Your application must be supported by relevant documents that verify your eligibility. The required documents depend on your specific case:

  • For individuals born in Hong Kong: A Hong Kong birth certificate.
  • For Chinese nationals with 7 years of legal residency: Proof of continuous residence (rental agreements, tax returns, utility bills) and a valid travel document.
  • For individuals born outside Hong Kong to a Hong Kong permanent resident parent: Birth certificate, parent's permanent ID, and proof of their residency.
  • For non-Chinese nationals with 7 years of legal residency: Proof of residence, valid travel documents, and submission of Form ROP 146 to declare Hong Kong as your sole residence.
  • For dependents under 21 with non-Chinese parents: Birth certificate and parent’s permanent ID.
  • For those who had the right of abode before the establishment of the HKSAR (1997): Proof of prior residency status.
  • For minors (under 18): Parent or guardian's ID and proof of relationship.
  • All non-English or non-Chinese documents must be accompanied by a certified translation.

If you have resided in Hong Kong for 7 years or more, you will also need to obtain from the Hong Kong Customs & Excise Department a copy of your entry/exit records. This will help show the uninterrupted 7 years of residence in Hong Kong. 

Step 3: Submit the Application

Once all documents are prepared, you can submit your application in one of three ways:

  • Online – Upload scanned documents via the Hong Kong Immigration Department portal.
  • By Mail – Send hard copies to the Immigration Office.
  • In-Person – Apply directly at the designated office.

Spouses of permanent residents do not automatically receive the right of abode. They must qualify on their own.
